"Trial could lead to £1.30-a-mile charges" - good grief!
It's been established that an incremental toll of just 25¢ (per highway, not per mile) is enough to reduce traffic to tolerable levels, so I imagine they're going for the money.
Congestion toll pricing was roundly rejected in New York. (An interesting aside to that: the study for that one concluded it was not the amount of traffic in Manhattan that was a problem, now having increased significantly, but the size of the cars - all those idiots driving SUVs for an urban commute.)
I said (in whoever blogged about this before) that I presume they'd remove fuel duty (bringing petrol down to 40-odd pence per litre) and Road Fund license - as there'd be no way they could get away with all three

Or, better yet, the one that involves repeatedly dropping concrete onto the unit from a height of one metre.
